The Construction Technology and Management (CTM) Programme at the Centre for Construction Development & Research (CDR), NCB, provides technical services, quality assurance and research support for the effective delivery of construction projects. The Programme combines expertise in construction quality management, field inspection, material and workmanship assessment, quality auditing and development of innovative construction technologies to support the execution of safe, durable, sustainable and high-quality infrastructure.
A key area of CTM's expertise is Third-Party Quality Assurance (TPQA) and Quality Audit services for a wide range of construction projects, including buildings, bridges, flyovers, elevated corridors, dams, roads, tunnels and other infrastructure and specialized construction works. NCB undertakes independent and impartial inspection, testing and verification at various stages of project execution, covering construction materials, plant and equipment, workmanship, construction processes and finished works. Inspections are carried out at different stages of execution to verify compliance with approved drawings, designs, technical specifications, contractual requirements, and quality standards. The Programme develops project-specific quality assurance and audit plans and carries out site inspections, material sampling and testing, review of quality systems and documentation, witnessing of field and laboratory tests, and non-destructive testing, wherever required. Regular quality checks are performed through random sampling and testing of materials in accordance with relevant codes & specifications. Activities include checking of placing of steel reinforcement, fresh & hardened concrete properties, concrete placement and curing, compaction of soil & sub-base, finishing works like plastering, painting and tile fixing, external development works, etc. CTM carries out these inspection services for prestigious projects of various central / state government /PSU/ autonomous organizations across India and TPQA services are provided through the NCB units located at Ballabhgarh, Hyderabad, Ahmedabad and Bhubaneswar
The programme offers technical support throughout the execution and completion stages of projects. Detailed recommendations are provided for discrepancies observed during inspections, along with corrective and preventive measures to ensure rectification and compliance. Periodic audit reports are submitted containing details of inspections, construction methodologies, material testing, quality assurance measures, quality system reviews, review of documents like MTC, material test reports and Non-Destructive Testing (NDT).
CTM’s quality assurance activities focus on verifying compliance with approved designs, drawings, specifications, applicable standards and contractual requirements. The Programme provides technical recommendations for addressing identified deficiencies and supports the implementation of corrective and preventive measures. Through systematic inspections, testing, documentation and periodic quality audits, CTM helps project stakeholders strengthen quality management systems and maintain consistent standards throughout construction.
In addition to quality assurance and auditing, CTM undertakes applied research and technology development in emerging areas of construction. Its research includes the development and field-scale implementation of sustainable construction materials and technologies, including alkali-activated and geopolymer concrete. Such studies address practical aspects of mix development, production, transportation, pumping, placement and performance under field conditions, with emphasis on developing technically viable and sustainable alternatives for construction applications.
Through its combination of field expertise, quality management capabilities and applied research, the CTM Programme supports improved construction practices, technology adoption and quality-driven project delivery across the infrastructure sector.
